Lake County authorities find children kidnapped from Las Vegas in 2006

A pair of children abducted by their noncustodial parents in Las Vegas nearly a decade ago were located by Lake County Sheriff's deputies after an investigation Tuesday into suspicious activity at a truck stop near the Wisconsin border.

Authorities said the children, now ages 14 and 9, were kidnapped by their parents in 2006 after they were deemed wards of the state of Nevada amid an investigation into allegations their mother, Maria Rosaline Malagon-Castillo, abused drugs during pregnancy.

Arrest warrants for Malagon-Castillo, 40, and Victor Manuel Ruiz-Garcia, 39, were issued on charges related to a noncustodial parental abduction, and the children were listed as missing through the National Center for Missing and Exploited Children, authorities said.

Sheriff's police said a deputy on patrol at 11:20 p.m. Tuesday spotted what he described as suspicious activity in the truck parking lot of the Truckstops of America near Russell. Further investigation by the deputy showed that Malagon-Castillo and Ruiz-Garcia, both of Pleasant Prairie, Wisconsin, were wanted on the Nevada warrants, sheriff's police said.

Authorities said Ruiz-Garcia, an over-the-road truck driver, also was in possession of a fake Nevada commercial driver's license that had been suspended.

The children subsequently were located in the 7800 block of 88th Street in Pleasant Prairie Wisconsin, sheriff's police said. They were turned over to a family member with the permission of the Clark County, Nevada Department of Family Services, pending review of the case in Nevada later today.

Ruiz-Garcia and Malagon-Castillo were remanded to the Lake County jail on no bond pending extradition back to Nevada, authorities said.
