Gov. Bruce Rauner to discuss Illinois budget challenges

CHICAGO (AP) - Gov. Bruce Rauner is set to discuss what he says are structural problems with Illinois' budget.

The Winnetka Republican is scheduled to speak Thursday at the University of Chicago Booth School of Business.

Rauner has been making a case for overhauling the way Illinois spends money and how residents are taxed. But he hasn't yet talked specifics about how he'll craft his first proposed budget. He says those details will come in his Feb. 18 budget address.

The businessman and first-time office holder has argued that Illinois needs a lower income tax rate, but a broader tax base. That could mean a tax on some services.

He also says Illinois needs to stop budget "gimmicks," such as not paying its bills and raiding special funds to cover other expenses.
