Kramer completes Kane sheriff reorganization

Since he took office Dec. 1, Kane County Sheriff Don Kramer has made good on one campaign promise: Reorganizing the department's command structure.

Lieutenants have been shifted around so two are on duty 24 hours a day, seven days a week in the patrol division and at the jail, Kramer told a county board committee Friday.

"Lieutenants were doing a variety of activities, but not overseeing people," he said.

During the campaign in the spring primary and fall general election, one point that Kramer continually harped on was lieutenants needed to be on the streets supervising deputies instead of sitting behind a desk.

Of the eight lieutenants in the patrol division, Kramer has assigned two to the day shift, evening shift and overnight shift.

Two other lieutenants, Thomas Bumgarner and Chris Lewis, have been named Director of Public Safety and Acting Director of Corrections, respectively.

Also, Kramer said, the eight lieutenants in the jail division have been reorganized. Six lieutenants have been assigned so two are on duty 24/7 at the jail, mirroring the patrol division plan.

Two other lieutenants will be assigned to the jail's booking area, a move Kramer said he hopes will increase operational efficiency and reduce liability from grievances and inmate lawsuits.

"With 640 inmates in our jail, the coming and going is very large," Kramer said.
