School funding bill missing key elements
To help people understand why parents and administrators of "rich" school districts are upset by the proposed school funding legislation, I would like to point out the fact that according to Illinois State Board of Education website numbers, 68.4 percent of districts in the state are deficit spending. This includes many districts with a high "property tax base."
It also helps if people know that the state only fully funds the current plan during election years and typically underfunds it by 10 percent to 20 percent. It would also help to know that the state rarely funds districts in time for districts to pay bills.
Finally, I think it would be helpful for your readers to know that the proposed legislation addresses none of these issues.
