Yancey, 54, died Wednesday morning. He had a long history of public service with the city and Lake County.

He served 21 years on the Waukegan Police Department, rising through the ranks until his appointment as chief in 2009. He retired as chief in August 2010. A Democrat, he was appointed by the Lake County Board as coroner in 2011. He ran for that position in 2012 but lost in the Democratic primary.

The soft-spoken Yancey was elected city clerk in 2013.
