Charges have been filed against two would-be bandits who were captured outside a Richmond bank as part of an FBI surveillance operation that resulted in agents killing a third robbery suspect, authorities said. The two were seized about 11:30 a.m. Friday while Tony Starnes, 45, of Chicago, was shot to death by FBI special agents after ramming a Honda Civic into one of their vehicles, officials said. Authorities Friday filed charges against an Arlington Heights man whose standoff with police last week in a downtown Arlington Heights condominium resulted in a massive police presence to protect people in the area. Jeffrey T. Sterner, 38, of the 100 block of West Wing Street was charged with reckless discharge of a firearm and unlawful possession of a firearm while his firearm owner's ID card was revoked, police said in a news release. A limousine driver faces drunken driving charges alleging he transported 23 high school students to their prom near Glen Ellyn while intoxicated. Richard L. Two people were injured and 19 others were forced out of their homes after an apartment ceiling collapsed early Saturday in Elgin. Elgin Battalion Fire Chief Terry Bruce said the department responded at 12:16 a.m. to the Blackhawk Apartments on the 900 block of Carriage Way.
