Tom Roeser has been gradually buying up much of Carpentersville's aging commercial and industrial real estate along the Fox River since 1968 when the company he now runs first came to town. Roeser is president of OTTO Engineering, a developer and manufacturer of two-way radio accessories and industrial controls.
