Over the last decade, the piece of land under a Palatine Road overpass at Route 83 in Prospect Heights has seen at least three proposals for its use rejected, said a frustrated Mayor Nick Helmer. Neighborhood opposition to requested zoning variances has been justified, said former Mayor Dole Vole.
