• William N. Frangos, 30, of the 700 block of Turtle Point Court in Elgin, appeared in bond court Tuesday on a misdemeanor theft charge, according to court documents. Frangos is charged with stealing jewelry from his mother, which she valued at $300, and selling it to a pawnshop last week in Roselle for $175, police reports said. Bail was set at $5,000, of which Frangos must pay 10 percent to be released before his next court date, scheduled for Sept. 5 in Elgin.

• Jesse E. Williams, 24, of the 200 block of Henry Street in Elgin, appeared in bond court Tuesday on a felony charge of damage to state property, according to court documents. Williams is charged with tearing pieces off the padded floor of a cell at about 4:30 a.m. Tuesday in the Elgin jail, police reports said. Bail was set at $20,000, of which Williams must pay 10 percent to be released before his next court date, scheduled for Sept. 11 in St. Charles.
