Illinois Conservation Police Officer Bob Liebl says an employee at the East St. Louis park spotted an overturned kayak. Police found Lichtenegger's body floating near the bank of the lake a short time later.

Illinois State Police officials say they were told the man appeared to have fallen out of the kayak and drowned. But State Police Capt. Jim Morrisey says they're investigating to determine exactly what happened.
