Glen Ellyn, Lombard close to boundary deal

Glen Ellyn has approved a new boundary line agreement with its neighbor to the east, Lombard.

The deal doesn’t establish new boundaries for either town — just the “eventual boundaries” of each community as land is annexed over time, according to Staci Hulseberg, Glen Ellyn’s director of planning and development.

It roughly covers the unincorporated territory within 1.5 miles of the corporate limits of the two towns, which are situated on either side of I-355.

The Glen Ellyn village board approved the agreement this week. Lombard officials have indicated they are willing to accept the agreement, and plan to bring it before their board, Hulseberg said.

The agreement allows both communities to plan the extension and expansion of utilities in unincorporated areas that could be annexed to either town.

For example, in some cases, property that might be best situated to be eventually annexed to Lombard would be best served, initially, with water and sanitary sewer service by Glen Ellyn, according to the agreement.

In an area east of I-355 and south of Roosevelt Road, Glen Ellyn provides utilities for Lombard, in exchange for a share of sales tax revenues on certain parcels.

The two municipalities have had a boundary line agreement in place since 1996. The updated agreement, which will be in effect for 20 years, provides a more “natural” boundary line that follows the I-355 corridor, Hulseberg said.
