Kane County Clerk Jack Cunningham said Thursday he'll file his petitions to enter the 11th Congressional District race on Nov. 28. Cunningham will run in a GOP primary against Judy Biggert. The race will also feature former Congressman Bill Foster in a district drawn by Democrats.
