WASHINGTON -- Illinois Congressman Luis Gutierrez again has been arrested outside the White House while protesting U.S. immigration policies.
Gutierrez's spokesman Douglas Rivlin says Gutierrez and several others sat on a sidewalk near the White House and refused to leave when ordered by police.

U.S. Park Police spokesman Sgt. David Schlosser confirmed the Chicago Democrat was one of the people arrested Tuesday. He was charged with disobeying an official order and released after paying a $100 fine.
Rivlin says Gutierrez was also arrested at the White House during a May 2010 demonstration.
Gutierrez told demonstrators President Barack Obama can't entirely blame Republicans for blocking immigration reform. He says Obama has the power to stop deporting immigrants with "deep roots" in the United States.
