Where can residents turn regarding COD?

I am a resident of Glen Ellyn and serve as President of the Greenbriar Condominium Association. Our condo building is located on the south side of Fawell Boulevard, directly opposite the construction entrance for the College of DuPage Culinary Center. Three summers ago, COD constructed a new parking lot, with much blowing dust, loud truck and construction noise.

We were pleased when the project (we thought) was completed. We were amazed when that new parking lot was torn up for a larger project. During this construction, heavy trailers, earth movers and trucks stand in tandem with hazard lights blinking in the Fawell Boulevard median, waiting to turn into the construction entrance. On Wednesday, June 22 at 8:20 a.m. there were three trucks parked in tandem facing east and one truck in the median facing west on either side of the only point of egress from our condo property. While the truck’s location does somewhat impede moving traffic, it severely blocks the view of condo residents trying to safely turn onto Fawell. I have narrowly missed a collision as a result of this situation.

Before writing this letter, I met in May with the construction foreman at the on-site trailer, who assured me trucks would not stand in the median. The foreman vowed to clean up truck mud, dirt and debris left on Fawell. In June, four trucks were parked in the median at the same time; dirt and debris was back. After another discussion, more trucks were in place, and this continues on an ongoing basis.

I am discouraged with COD board members’ apparent belief they are not subject to Glen Ellyn planning and building codes, or any local/independent legal authority. So, if COD does de-annex from the village, to whom can their Glen Ellyn neighbors go for a solution?
