Higgason in Des Plaines Ward 4

In Des Plaines Ward 4, the real contest is between incumbent Jean Higgason, whom we endorse, and Dick Sayad, who left the post after two terms due to term limits. He beat Higgason to get the job after losing to her four years earlier. We like Higgason’s positions on TIF districts, controlling expenses and an ethics ordinance.
