St. Charlesbull; Carla M. Ramos, 30, was charged Sunday with retail theft, according to a police report. Store security at Walmart on the 100 block of Smith Road observed Ramos select several items of infant clothing, blankets and food and conceal the clothing in several different bags. Ramos then paid for the food items and attempted to leave the store. Security found Ramos with about $172 worth of items she had not paid for. Ramos told police her husband has disabilities that prevent him from working. She admitted to taking the clothing items without paying for them. bull; Teodulo T. Tiro-Olivera, 31, of the 1700 block of Howard Street, was charged Jan. 8 with disorderly conduct, according to a police report. Police were called to Tiro-Olivera's residence for complaints of loud music. Police warned Tiro-Olivera the first time, were called back a short time later for the noise and issued Tiro-Olivera a $50 citation.bull; Managers of an apartment complex on the 100 block of Walnut Drive found gang graffiti in an elevator on Jan. 8, police said.bull; A Tom Tom GPS unit worth $500 was reported stolen from a vehicle parked at Charlestowne Mall on Tuesday, police said. The vehicle was entered by prying the door frame open and shattering the window. A second vehicle was also broken into at the mall on the same day. A Low Ranch GPS valued at about $400 was stolen after shattering a vehicle's window worth about $200.bull; Justin Bruce Patzer, 25, of the 39W100 block of Campton Hills Road, was charged Dec. 27 with retail theft, according to a police report. Store employees at Dominicks' Finer Foods on the 2000 block of Lincoln Highway observed Patzer take a six-pack of beer and attempt to leave the store without paying for it. When confronted in the parking lot, Patzer told an employee that he was simply getting a shopping cart. Patzer placed the beer in a shopping cart and re-entered the store only to abandon the cart and beer in an aisle and leave the store. Police later arrested Patzer through identifying his license plate and contacting him. After initially sticking to his story about looking for a shopping cart, Patzer admitted to police that he intended to steal the beer.Bataviabull; A Chicago man faces charges of indecent solicitation of a child with the intent of aggravated criminal sexual abuse, indecent solicitation of a child by means of the Internet and possession of child pornography. Police arrested Marcos Mendez, 22, of the 5000 block of West Newport Avenue, Tuesday, according to a report. The victim was a 13-year-old girl, and the incident occurred in September. Mendez posted $500 and was released from custody.
